Pradhan Mantri Kaushal Vikas Yojana (2016 – 2020) – PMKVY 2 – is a modified and improved version of PMKVY 2015-2016, the flagship scheme of the Ministry of Skill Development & Entrepreneurship (MSDE). The objective of this Skill Certification Scheme is to enable a large number of Indian youth to take up industry-relevant skill training that will help them in securing a better livelihood. Individuals with prior learning experience or skills will also be assessed and certified under Recognition of Prior Learning (RPL).
The Union Cabinet had approved Indias largest Skill Certification Scheme, Pradhan Mantri Kaushal Vikas Yojana (PMKVY), on 20 March, 2015. The Scheme was subsequently launched on 15 July, 2015, on the occasion of World Youth Skills Day by Honorable Prime Minister, Shri Narendra Modi. PMKVY is implemented by National Skills Development Corporation (NSDC) under the guidance of the Ministry of Skill Development and Entrepreneurship (MSDE). With a vision of a Skilled India, MSDE aims to skill India on a large scale with speed and high standards. PMKVY is the flagship scheme that is driving towards greater realisation of this vision.
Owing to the its successful first year of implementation, the Union Cabinet has approved the Scheme for another four years (2016-2020) to impart skilling to 10 million youth of the country.
With the experience of working under STAR Scheme and PMKVY (2015-16), whereas IACM have mobilized 45000+ students across India, IACM is better equipped and trained to handle the outcome based training under PMKVY 2.

Keeping in view the burning problem of unemployment, State Government has taken a major initiative in setting up of a High Power State Employment Mission under the Chairmanship of Hon’ble Chief Minister in the year 2005-06. Orissa State Employment Mission (OSEMS) under DIRECTORATE OF TECHNINCAL EDUCATION & TRAINING has been formed to facilitate and achieve the objectives of the State Employment Mission on a Mission mode.
The basic objective of the training program would be to equip rural youths with marketable skills to enhance their capacity to secure employment in the organised sector or set up micro-enterprises for self employment with adequate income generation. This skill development program would be an integral part of SGSY and training may be provided on the basis of market demand and potential market opportunities. The training program may be designed to cover both skill development and enterprise development.

The employment in the Electronics industry is estimated to grow phenomenally. Hence to facilitate skill development in ESDM sector focusing on students/unemployed youth at 9-10th standard onwards, ITI, Diploma, Non-engineering graduates, etc. to increase their employability to work in ‘Manufacturing’ and ‘Service support’ functions, a ‘Scheme for Financial Assistance to select States/UTs for Skill Development in Electronics System Design and Manufacturing (ESDM) sector’ was approved by DeitY in November, 2013.
Under the aegis of ‘Digital India’ programme launched by Hon’ble Prime Minister, the department has approved a Scheme for “Skill Development in ESDM for Digital India” on 09.12.2014 to cover all the States/UTs of the country in order to facilitate creation of an eco-system for development of ESDM sector in the entire country for facilitating skill development for 3,28,000 persons in ESDM sector.
Creating SKILL MANPOWER across India and especially under Electronics and Telecommunication Sector, IACM SmartLearn Limited has been awarded for training in ESDM-2 scheme under DIETY – Govt. of India. IACM has trained 4000+ candidates so far in 43 cities across 12 States through its 59 centers.

Rajasthan Skill and Livelihoods Development Corporation (RSLDC) is mandated to implement the short term skill development program in the State. The unorganized sector is facing number of challenges with respect to skill development. Facilities for training in informal sector are grossly inadequate. To meet this kind of inadequacy, RSLDC is setting up Skill Development Centers (SDCs) and is implementing state sponsored skill training program in collaboration with large number of training partners. RSLDC is constantly embracing effective measures to enable easy access to training and skill development to the youth across the State.
